What is a Withstanding voltage tester / Dielectric Breakdown Tester?

A withstand voltage tester is a device used for testing to check whether a voltage is sufficiently insulated when a voltage is applied to an electric product or its constituent parts. There is an insulation resistance tester as a device for evaluating insulation performance, but the difference is that the withstand voltage tester applies a voltage high enough to actually cause dielectric breakdown. In addition, the insulation resistance tester quantitatively evaluates the dielectric strength, while the withstand voltage tester qualitatively evaluates whether the insulation is broken. Also called a withstand voltage tester or a dielectric strength tester.

Withstand voltage testers are used to check if dielectric breakdown occurs, rather than quantitatively measuring insulation performance like an insulation resistance tester.
